Cambridge Education’s international division, a wholly-owned subsidiary of Mott MacDonald, specialises in the education sector, working in low- and middle-income countries. In collaboration with international agencies and national governments, we work to advance and improve education and skills development systems. Our work is mainly focussed on Sub-Saharan Africa, South and South East Asia working for governments, bi- and multilateral organisations. Our main clients are DFID, ADB, EU, WB and USAID.
The Programme
USAID and DFID have signed an agreement with each other and the Government of the DRC
to provide support to the education sector in the DRC and improve donor co-ordination and harmonization. Under this agreement DFID and USAID will jointly fund the USAID/UKAID ACCELERE! (ACCE- for Acces = Access; LE-for Lecture = Reading; RE- for both Redevability and Retention) and will work collaboratively in four areas:
Activity 1: Equitable Access to Education and Learning in the DRC (USAID lead)
Activity 2: Improved Governance and Accountability (DFID lead)
Activity 3: The Independent Evaluation (USAID lead)
Activity 4: Reducing the numbers of our of school children in DRC (DFID lead)
Cambridge Education has been contracted by DFID DRC to implement Activity 2. The expected outcome of Activity 2 is better quality of public service for education, which we aim to achieve by supporting the Government of DRC’s (GoDRC) efforts to improve governance and accountability in the education sector.
The purpose of this role is to provide administrative, logistical and operational support to the Project Technical Team
Principal Accountabilities:
Reporting to the Operations Manager, undertake a broad range of support activities to the Technical Team, including but not limited to:
Coordinating the organisation of events, meetings and workshops
Providingadministrative support to the Technical Team in compliance with the project’s financial and administrative procedures as set out in the project Operations Manual
Supporting the mobilisation and travel of Technical Team members on field missions by organising transport and accommodation and providing financial and security assistance as required
Supporting the Communications Team in formatting and printing key documents as required
Undertake logistics and procurement processes as per DRC and Donor regulations and the project Operations Manual, ensuring Value for Money, transparency and accountability in all procurement and logistics activities
Ensure that filing of logistics and procurement documents in accordance with  the Project Operations Manual
Act as focal point between project personnel and the UK-based IT helpline to troubleshoot and solve IT problems
Be proactive and responsive to performing any other duties and responsibilities as assigned by the Operations Manager

Qualifications and experience
A minimum of 3 years of higher education
At least 3 years proven experience in an administrative role
Excellent written and spoken communication skills in French and English
Experience handling complicated logistical challenges in DRC and in negotiating to ensure efficient use of resources
Experience of organising events – managing bookings, invitations, advertising, printing, and on-the-day requirements
Excellent IT skills and confidence in MS Word, Excel and PowerPoint
Ability to coordinate various activities at the same time
Willingness to be pro-active, responsive and flexible to the changing requirements of the project
Ability to work quickly and effectively under pressure
A team player with experience of working within team hierarchies and towards the common vision of a programme
Desirable competencies and experience
Basic knowledge of the Education Sector in DRC
Experience of public sector (Governmental) processes e.g. for invitations to an event, or for requests to high-level officials
Experience of working on donor-funded programmes in multi-national teams
Ability to draft letters and emails in both French and English
Ability to draft processes and procedures in French and English
Ability to liaise with UK-based staff in English by email and telephone
