INTERNATIONAL CONSULTANCY POSITION
Consultancy Opportunity: Consultant, Electrical Engineer

Location: Goma, the Democratic Republic of Congo (DRC).
1. Purpose of Assignment
The consultant shall provide support to MONUSCO and the Engineering Section Field Offices in the Electrical
sector through project and systems appraisal, design, implementation, maintenance and information
management.
2. Background
In MONUSCO, Engineering Section is responsible for planning, designing, and installation of electrical power
generation and distribution systems in all military and civilian compounds. This is now complemented by the
coordination and provision of safe, healthy and sound environmental conservation and adoption of Green
Energy for heating and lighting.
3. Scope of Work/ Work Assignments:
Within delegated authority, the Consultant Electrical Engineer will apply professional engineering knowledge and expertise in performance of among others, the following duties:
(a) apply commonly used engineering calculations, practices and precedents in completing portions of
larger projects related to the design, construction, or repair of electrical power generation and distribution systems, and other related activities in the field offices and United Nations’ Compounds
(b) plan, design and prepare the electrical specifications for projects or portions of projects in accordance to current international electrical standards
(c) conduct preliminary site investigations to obtain field data such as power requirements/capacity
demands, fuel requirements and cost implication, technical potential and other related information
(d) prepare electrical design layout for buildings, camps and other accommodation facilities
(e) develop technical data regarding materials, sizes, dimensions, quantities and costs to be incorporated
into formal specifications and scope of Works documents as the case may be
(f) develop scope of works/requirements, specifications for electrical and mechanical system contracts
(g) liaise with other engineers and mission specialists responsible for related specialized phases to arrive at
mutually satisfactory approaches to solving problems by exchanging and comparing data
(h) To conduct investigations for developing improved designs that enhance safety, efficiency and ease of
installing and maintaining electrical and power systems and equipments
(i) Produces and maintains current cost data and estimates costs of planned future requirements for field
missions
(j) analyze project proposals to ensure technical feasibility and ensures that project objectives are attainable within prescribed resources and timelines
(k) conduct research on development of new technical systems, and keeping abreast of industry
developments and standards to identify and adopt improved methods and best practices in technology, methods and equipment
4. Work Schedule and work place:
The initial duration of the contract beginning in March 2016 shall be 3 months with a performance based
possibility of extension. The consultant is expected work within the mission in DRC for 5 days a week on a fulltime basis.
The consultant will be provided with an Office within the MONUSCO Engineering Offices in Goma, DRC, equipped with a laptop on mobility pack arrangement, telephone extension and local area network connectivity.
5. Deliverables/End Product(s):
The consultant is expected to develop a detailed work plan to be validated by the Chief Engineering Section
within the first one week of the assignment towards the delivery of the following:
(a) Verified project designs and tender documents
(b) Plan for establishment of a new solar electrical power systems
(c) Compliance with electrical safety, norms and international electrical standard
(d) Planning for application of Department of Field Service (DFS) 50/50 policy
6. Payment Schedule:
Monthly fee payment will be subject to an issued/certified contract and delivery of agreed monthly priorities.
7. Type of Supervision that will be Provided:
The Consultant shall report to the Chief, Engineering Section. For daily operational support, the consultant shall
work closely with Engineering Section Unit Heads and various FEOs at major locations.
8. Consultant’s work plan and Official Travel Involved:
The consultant is expected to develop a detailed work plan within the first week of the assignment under the
supervision of the Chief Engineering Section.
The consultant may undertake travel to major project sites as and when approved by the Chief, Engineering
Section. Official travel within the DRC will be arranged by MONUSCO.
9. Qualifications or Specialized Knowledge/Experience Required:
Qualifications of consultant to be contracted:
- A minimum of a first degree in Electrical Engineering (B.Sc or equivalent).
- Additional training/certification in Mechanical Engineering /Technology and in Health and Safety at
work with special reference to electrical appliances and equipment would be considered an
additional advantage.
Work experience of consultant to be contracted:
- Fifteen years progressively responsible experience in Electrical Engineering covering design and
installations, monitoring, supervision and evaluation or related field works.
- Experience in environmental projects and green energy including new generation of solar power
systems.
- Experience working with power generation units (generators), experience in health and electrical
safety issues is an advantage.
Language:
- Fluency in English and French is required.
Technical Competencies required for this consultancy:
- Professionalism, Team player and a good planner/organizer
- Sound technical knowledge of Electrical and Electronics Technology
- Sound Project Management skills
In addition, the candidate has preferably some knowledge of:
- UN peacekeeping programmatic goals, visions, positions, policies and strategies.
- Knowledge of global human rights issues,
- Client oriented
